Release time:2020-05-25
Recently, the ministry of commerce of the People's Republic of China (mofcom) announced that the anti-dumping measures against imports of non-dispersion-shifted single-mode fiber from the United States and the European Union should be reviewed. This means that the anti-dumping measures on imports of optical fiber from the two big economies may be extended. Non-dispersion-shifted single-mode fiber has the advantages of low internal loss, large bandwidth, easy upgrade and expansion and low cost, and can be widely used in high speed and long distance information transmission, such as long-distance communication, trunk lines, cable TV and loop feeder networks.
For a long time, Chinese industry has complained about dumping of such products from Europe, the us, Japan and other countries, squeezing the living space of relevant Chinese enterprises. Between 2006 and 2009, China's production of related products increased by more than 1.5 times and its selling price fell by 8 per cent, but its market share fell instead of rising. Following the initiation of the anti-dumping investigation, the ministry of commerce of the People's Republic of China (moc) announced in April 2011 that it would apply the final anti-dumping measures against imports of non-dispersive-shifted single-mode optical fiber from the two major economies, with a period of 5 years from April 22, 2011. On February 16 this year, before the expiry of the anti-dumping measures, the ministry of commerce received a formal application for review of the anti-dumping measures submitted by changfei fiber optic cable co., ltd. and seven other companies on behalf of China's non-dispersion-shifted single-mode fiber industry. In accordance with the anti-dumping regulations of the People's Republic of China, the period for the collection of the anti-dumping duty may be extended appropriately if, after review, it is determined that the termination of the duty is likely to result in the continuation or recurrence of dumping and injury. The above seven Chinese companies to submit application for claim, in case of termination of anti-dumping measures, imports of dispersion-shifted single-mode fiber dumping may continue to happen in China, for China's industry may continue or threat of injury recurrence, request the Ministry of Commerce ruled that maintain over the import of originating in the United States and the European Union anti-dumping measures on the implementation of the dispersion-shifted single-mode optical fiber. After investigation, mofcom found that the applicant's claim and the prima facie evidence submitted met the requirements for filing the case for periodic review and decided to conduct a periodic review investigation. According to the decision, during the anti-dumping review investigation, the anti-dumping duties on the said products from the United States and the European Union will continue to be levied in accordance with the range and rate of duties published in 2011.
